China will structure the patent public services in five aspects in order to promote the development of the career of patent.

The Patent Public Service aims at maintaining the public interests and provides services in creation, operation, protection and management of the patent by patent administrative authority or other organizations authorized by the government in accordance with the law and administrative regulations. Structuring the patent public service is not only the responsibility of the patent administrative authority but also the needs for promoting innovation, application, protection and management of the intellectual property.  

It is said that five aspects in strengthening the patent public service includes:

--Take advantage of the incentive system of the patent to create “Patent Industry Base” and spread the patent protection work to all kinds of culture creativity garden, flash creation base, audio and video creation base, digital publication base and software development garden and cooperate relevant department to assist investment, finance, taxation, export and import for the development of the patent.

--Take advantage of public service function to optimize the filing system of patent pledge, work registration and transfer contract registration, escalate the service quality of patent pledge, work registration and contract registration, guarantee the unity, authority and solemnity, complete patent service agency, promote patent service level, explore patent use models, decrease risks of patent transaction and stimulate the intellectual creativity and propaganda ability.    

--Develop patent trade, complete market system, optimize the role of the intermediate in patent marketization, encourage and assist the government department and market subject to participate in development of the patent trade.  

--Establish the non-obstacle channel to use the works, enhance the collective management organization in the aspect of character, music, audio and video, film and photograph and strengthen the supervision herewith, protect the authors’ and users’ legal rights, establish the reasonable and effective system to use the work and promote wide spread and use of the works of art and science.   

--Cultivate the group idol of patent innovation and protection, efficiently play the role on guiding of the unity of patent creativity and protection, nourish the market subjects of patent innovation and protection who obey the law and are competitive. Endeavor to support the development and propaganda of patent career, favor the outstanding works which have nationality and times characteristics and promote the competitive and influence of our culture and science and technology work in order to make contribution to the transformation of the development model and adjust on economic system.
